Resumen
Mexico has been characterized by its migratory trajectory towards U.S.A., phenomenon originated as a result of the "bracero program". Recently and strengthened by the anti-immigrant policies of the neighboring country, it has seen an increase in the volume of migrants who have returned to Mexico in the last 20 years, thus increasing the conditions of vulnerability and difficulties for their socio-economic reintegration; The things that have tried to be a result of the legislation in force in Mexico, have not been provided with the weak administrative processes to solve the difficulty of the Mexican citizenship by descent from the national territory, of the Mexican migrants in the return of the United States Returning with their children born in that country and being prevented from enrolling them in basic education and health services, among others. A particular problem that makes life in a situation of foreigners. In this sense, an administrative model is offered to apostille American birth certificates within the institutions of government of the Mexican Republic
