Resumen

The leading role of public administration in the design, development, implementation and evaluation of public policies is crucial to obtain the expected results. The objective of the present investigation is to propose strategies for the evaluation of public policies. The thesis took place in the municipality of Delicias from the study of a social program called scholarships with 2510 beneficiaries. The methods used are analytical-synthetic and theoretical-deductive. The research technique used was mixed: quantitative and qualitative, highlighting the realization of a focus group with different civil society organizations, as well as the application of319 surveys to measure the beneficiaries’ satisfaction towards the program and, finally, a strategic planning for the improvement of the implementation process, through a search conference held at the Social Development Department. Talking about the results obtained, the organized civil society perceives that the social programs are composed of an assistance and ephemeral nature with a duration of 3 to 6 years and a high political level in their execution. 94.99% of the beneficiaries are satisfied with the school scholarship program. 41.4% uses the economic resource in non-academic matters. As a general proposal, strategies were suggested to measure the results of the program through an impact evaluation that provides evidence to those responsible for decision-making policies, which go from inefficient program cuts to increase of social interventions that work correctly, or else, adjust the benefits of the program and select among different alternatives
